These rules can be stacked to form policies, which are enforced by the censorship-resistant Predicate Network of distributed global operators. The platform simplifies the process for rollup developers to build and enforce necessary pre-transaction policies at the smart contract level, ensuring transactions are only executed if they adhere to the set rules. Policies are designed to be owned and managed by the deployer for censorship resistance guarantees.
