Plural Voting for Participatory Budgeting in NYC was a 2023 pilot in New York City Council District 9 (Harlem), supported by RadicalxChange and conducted with Councilmember Kristin Richardson Jordan and Secure Internet Voting. Eligible district residents used an online Plural Voting process to allocate a $1 million capital budget across competing proposals, with registration verified against voter rolls and through mailed authentication letters and QR codes. RadicalxChange designed and adapted the voting interface and process, documented the project, helped integrate it into the participatory-budgeting workflow, and partnered with SIV on identity-verification operations.
